Little Bay de Noc Fishing Reports

I'll be coming up to fish Little Bay de Noc for the first time with my son in mid July.  We will be launching out of Gladstone in a 19' boat.  I have 2 questions;  Where would you recommend I start for smallmouth?, and - at what wind speed / direction does it become unsafe? 

Otherwise, we will be moving on to Iron River if conditions do not allow us to get on the bay.
